General description of the collection: This particular copy was sent to LTC Constant Cordier from Edwin F. Gay, Director, Division of Planning and Statistics, 16 April 1918. The report discusses the advantages of doing war games and field exercises, but cautions the reader that they are still not using real soldiers and this point is very important.
